I'm not a genius, but i think it is because now machines package items and the sanitizer catches air under it, because they are not handled as easy.

2nd Answer:

Yeah, that sounds right . . . I suspect that the bubbles simply cannot work their way to the top of the thick liquid very fast . . . These bubbles are in a number of things, but you cannot see them because their containers are not clear like Sanitizer containers.
