Suzanne Collins does not answer this question in any of her books, but if I were a rebel while answering it, I would say, "The capitol has The Hunger Games to satisfy the hunger to watch children get slaughtered!" just a fun thing there, but the major answer is no. If you mean "how does a reaping in the hunger games work?" all of the children between the ages of 12-18 from that district have to participate. If you are 12 your name is automatically entered once. If you're 13 your name is entered twice automatically and so on and so forth. You may enter tesserae if you're starving and you need some food. That'll put your name in the reaping more times. Then, the names are drawn. The girls in one bowl, and the boys in another. The two names of whom are drawn go into the games, unless someone volunteer's. Anyone can volunteer, as long as they are the same gender as the person that was originally reaped and are between the ages of 12 and 18. Whoever was reaped/volunteered goes into the games!
The reaping system is, once you are twelve, every year, you get your name entered once. And for the grains and oil, you get your name entered a couple times. Then, they draw from hundreds of names to pick 2 for the Games.

There isn't going to be one *sob* mockingjay says on the front "the final book of the hunger games" ^That is true. And sad. :( But there are new books about the hunger games and a special edition of Mockingjay that are coming out, and I've heard their might be a fourth book.... but since the hunger games is a triology... if there was to be another, there is a possibility it may have different characters or something? There's also going to be a movie, coming out in March 23rd, 2012.
The reaping is an event that happens in the town square of each district, in which 2 tributes are chosen from the ages of 12-18 ~ one male, one female ~ to go and fight to the death in an outdoor arena. One thing about this that really angers Katniss is that the whole event is televised, so every person in every district can watch it. In the 74th Hunger Games, Katniss's little sister, Prim, is chosen as female tribute, but Katniss volunteers for her. The male tribute reaped is Peeta Mellark, the baker's son.
