The boys do attempt to behave in a civilised manner, they elect a leader and decide on rules and plans to make their life more comfortable. The boys decide to build shelters, collect water and place it by the huts, use a specific location as a toilet, hunt for meat and keep a signal fire burning, to increase their chances of getting rescued. Unfortunately just one boy's determination to have his own way undermines all their efforts. Jack's single minded pursuit of personal power results in the destruction of the civilised society which the boys had tried to build. In real life people pay taxes to improve facilities, build playgrounds for children, maintain parks and erect benches etc. But a tiny minority who have a different agenda smash up the playgrounds, damage trees and plants in the parks and burn the benches. The end result is that everybody pays but they don't get the improvements which they are entitled to. The self centred attitude of the few ruins things for the many.
