If you're talking about a reloadable prepaid debit card, which I think you are, the issuing company is required to verify the identity of the cardholder per the US Patriot act and anti-money laundering laws. Therefore if you are trying to "transfer" the card to another person, the company would not have identity information on them and would not honor the change of cardholder. It would be like trying to change the owner of a checking account, the bank would just tell you to have the second person open their own account.
