Scientists can't predict Earthquakes because they are unpredictable, they could happen anywhere.
However Scientists can say that a Earthquake will probably happen there, but they won't be able to say the time or the date, so it may as well be a useless statement.
A number of important reasons:
1. The convection patterns in the Earth's mantle are, although much slower, basically like the convection patterns in meteorology: chaotic.
2. The responses of the Earth's crust to the chaotic processes below cannot be linearly defined. They depend on many different factors, such as the composition and structure of the crust at any particular location, not all of which lend themselves to easy measuring.
3. Hiatuses in our geological models. We don't actually know all there is to know about the processes that form geology.
