Whoever set that question is wrong. Arteries are defined as blood vessels that carry blood away from the heart. Most of them carry oxygenated blood to supply to the rest of the body, but not all of them. The pulmonary artery carries deoxygenated blood to the lungs, where it can pick up more oxygen.

Arteries indeed are blood vessels that carry oxygenated blood, in almost every case except that of the pulmonary artery, which carries blood from the right side of the heart to the lungs; and this blood is de-oxygenated. This single exception means that arteries cannot be defined in this way.

An artery IS a blood vessel! There are 3 types of blood vessels: arteries, capillaries, and veins.

Long ago before the circulation system was properly understood the arteries were believed to carry air (not blood) and so were named using the Greek word for windpipe; the capillaries were unknown; and the veins were believed to be the only blood vessels.
