Because birds are small and they have WINGS. they flap them very gently but fast. they go in the air and when they are high the will just sway, without flapping. its one of the things birds do.

∙ 14y agoSome birds live in habitats where they have not needed to fly. The ability to fly has gradually disappeared through evolution, although wings remain. With some birds, like Penguins, the wings have changed into flippers to help them swim.
