The IOC selects cities, not countries, as hosts. So, whichever city the country falls in doesn't really come into play. This is why the US has an Olympic city every decade.

Because only the more economically developed countries can afford to host the games. It takes millions upon millions of dollars to build the stadiums, fields, stands, athlete housing facilities etc. Undeveloped countries could not afford to host the olympics. As it is the debt for these countries after the games is astronomical.
South Africa had considered submitting an application to host the 2020 Olympic games in the city of Durban, but withdrew citing more pressing development needs of the people.

That is to say, a city will not be allocated a games if the country that it is in has recently hosted a games. Since the allocation is based on country and not continent, the fact that European countries have hosted more is of little relevance. A simple factor may be that Europe has more countries with a suitable climate and the capacity to host a game than any other continent.
