It can reflect off a rough surface but the image is not clear ,causing an irregular reflection.
Light rays are refracted and reflected through and from rough water as though from multiple microcosms of water with multiple and complex surfaces. The rays are refracted and reflected randomly in many directions causing images to distort chaotically and to appear unclear or unrecognizable. The distortion of the images can be so severe that only the rough surface of the water is noticeable.
abrasive means to smooth out a rough surface
smooth surface.
the rough surface creates more friction as to that of soft surfaced ones
Refracting of the water particles

Some light that falls on any surface is scattered back (reflected). A rough surface tends to scatter the light in different directions while a smooth surface tends to scatter more of the original (incident) rays straight back. This explains why a smooth surface reflects a "clearer" image than that reflected from a rough surface.
The light on a rough surface reflects randomly and moves in random directions so therefore the original order has been disrupted so the new image will not resemble anything and is too spread out.
Severe distortion.
Specular reflection is when light rays reflect off a surface uniformly in a single direction, like a mirror. Diffuse reflection is when light rays reflect off a surface in many different directions, like a matte surface. Specular reflection creates a clear image, while diffuse reflection scatters light in all directions.

because the surface is rough, the waves of light are reflected at different angles, and so r scattered all over the place, hence giving a blurry, or in some cases no image at all
A varnish or clear coating may suit.

in rough water there is much vibration so it is constantly moving and so if it is moving the vibration is not smooth but rough and on rough surfaces the reflection is not clear because the vibration is constantly moving so it is blurry. i might be wrong but i feel 9o percent right
The rough endoplasmic reticulum has ribosomes on its surface. This is what make is "rough"
