The blue tongue tels you they are pure Chow Chow. Pure bred beagles have a black spot on their tongue and that tells you they are more dominant. It is just a sign that tells you that you have a pure bred dog.
It is usually called purple or black. But that is just part of their characteristics. Like how all other dogs(but Shar Peis) have PINK tongues instead of purple. That is just how they were made.
A blue tongue indicates a lack of oxygen circulating through the blood supply. It may indicate a breathing problem such as pneumonia, or something stuck in the wind pipe. It could be a problem with the heart. A vet should be consulted about blue tongue.

The Chow Chow is the most well know purebred dog with a wholly black or blue tongue, but the chow is not the only breed with a black tongue. The Chinese Shar Pei also has a blue/black tongue.

Are you asking about the breed of dog that has blue TONGUE? If so, the breeds Chow chow and Chinese Sharpei have blue tongues.
If blue spots appear on the dog's tongue i recommend to directly contact your vet. Chow-chows, and mixes of this and a few other breeds have these naturally. If they have always had them , I wouldn't be too concerned, just mention it at your next Vet visit.If the spots are growing noticeably, or are a recent development, by all means , go to the Vet ASAP.
There are breeds that have Blue or Black tongues. Chow Chow and Shar Pei are the dogs that genetically have blue/black tongues. There is a disease called Blue tongue disease which only affects hoofed animals and does not affect dogs. But if you are referring to the dog's tongue turning blue because lack of oxygen circulating through the body this is called Cyanosis. This is very serious and the dog would need to see a vet right away to be put on oxygen and then for diagnoses to be run to find out the cause so it may be treated. The tongue of the Chow is pink when they are born. However, by a few weeks old the pigmentation start to develop. A strongly pigmented Chow can have a full blue-black tongue by the age of 6 weeks, where as it cam take up to 10 months for others to reach pigment maturity. However, after 10 months if a tongue doesn't fully develop, chances are that i wouldn't.
