i believe because it takes time to prepare for the war. the colonists needed ammunitions very badly and they couldn't fight with less ammunitions as it will make them lose the war very easily.

The United States and Britain fought each other in only two wars, the US War of Independence and the War of 1812. In the War of Independence, the American Colonies declared themselves independent, and did not issue a declaration of war. In the War of 1812, the US declared war on Britain.

In neither case did Britain declare war on the US.
