In February, 1862, President Jefferson Davis of the Confederate States of America declared Arizona a Confederate territory. Southern troops were sent to Tucson and they raised the Confederate flag over that "city" for a short time. Union troops from California were sent to Arizona to capture Tucson and kick the rebels out of Arizona and on 15 April 1862, a brief battle was fought at Picacho Pass (Peak) (about half-way between Phoenix and Tucson) between Union and Confederate troops. The Confederates were defeated (only about 6 men were killed). When Captain Hunter, in charge of the Confederate troops in Tucson, head of the "battle," he retreated from the city and Union forces entered Tucson and raised the American flag on 20 May 1862. A military government was organized and AZ remained in the Union.
