You have to choose a blank lot that is already there or u can bulldoze an existing residential or community lot and change its type and build and whatnot.

If you trust people, you will work more easily with them. It is possible to make an untrustworthy community, but very hard to keep it together and running.
Make an empty lot, then make it a community lot. When you go there WITHOUT PEOPLE, then you can build it with all the extra stuff for community lots. But I have double deluxe. It might not be the same on Sims 2.

Whichever type are built in their community. Colonials are popular I believe, but people can also build their own.
If you don't have any expansion packs, you can choose a neighbourhood (Pleasantview, Strangetown or Veronaville) and there are some community lots that were already there. If you can build, go to lots and houses bin (press F2) and choose the option empty lots (something like that), place the empty lot in the neighbourhood give it a name, and choose the type : residental, or community. Then click on that lot to start building something. When you finish, save it, enter a house and make your Sim call a taxi and than choose the community lot you want. Hope I helped!
