The pigs represent the communist advocates and leaders in Soviet Russia, such as Vladimir Lenin. These people called the shots in the United Soviet Socialist Republic. The pigs get the job of organizing because they, much like the Soviet dictators were in charge.
The Pigs were intended to portray the Police, in the case of the Russians at the time, the domestic NKVD service- which was well, like a FBI on steroids- rooting out all sorts of disloyalty and corruption-and of course, performing legitimate law-enforcement tasks as do all police agencies. Decades later the Black Panther movement referred to the Police as Pigs in Cartoons. Commissioner Murphy- possibly the namesake of Murphy"s Law- was given the handle ( The Big Pig) regular news media styled him the Top Cop. Commissioner was not amused by the Panther gang!
