Before pearl harbor Japan was invading much of the surrounding islands and china, at the time we had much trade going on with china so we needed a way to calmly end the war with out going to war ourselves. The Japanese war was mainly being fueled by scrap metal and oil (at the time was coming from the USA) so the government decided to ban selling oil and metal to them. the Japanese could barely fight so with the remainder of the efforts they tried to scare us back into selling it. hence pearl harbor
