As Animal Farm progresses and the pigs win control over the humans of the farm, they become increasingly human-like themselves, turning into the very same thing the animals were revolting against in the first place. They begin trading and working with other farms and business for this reason. To work the animals and make money, and thus not have to work themselves. The farm was intended to be a shared 'communist' type of arrangement after the animal revolt, but the pigs tricked all the other animals and nothing, in the end, changed. The other animals were still being abused and worked to death, while the pigs now, instead of the humans, got to live comfortably in the house.
In "Animal Farm" by George Orwell, the character Miniumus writes the poem for Napoleon. Miniumus is the pig on the farm who is seen as the best writer.
The animals felt they needed the seven commandments so order would be brought to the farm. The commandments would tell them what was and wasn't allowed.
Because Napoleon edits them to suit what he wants and 90% of the animals could never read, so they can't tell, and the ones that can read are convinced by him that they were always that way.

The saying goes 'Power corrupts, absolute power corrupts absolutely'. When the pigs discover the wonder of alcohol, they add in excess to the fifth commandment. When Napoleon discovers the comfort of a bed, the fourth commandment is changed to No animal shall sleep in a bed with sheets, and so on
Many animals on the farm could not remember all seven commandments so they shortened them to "Four legs good, two legs bad"
As the pigs become tyrants, they send Squealer to secretly tweak the commandments during the night when everyone is asleep. Most of the other animals are unable to read, and the ones who can, such as the cynical donkey, Benjamin, do not pay attention

The Seven Commandments were originally established by Old Major (Karl Marx) in his speech on Animalism (communism) at the beginning of the story to the other animals.
