Since Napoleon wanted more power over the other animals he made believe that every bad situation or bad cause was created by snowball witch In deed was not snowball did nothing to Animal Farm. He blamed snowball because he didn't know who was creating this tragedy therefore, he decided to blame snowball for any misfortune that was found.

This is because Napoleon wanted to create the anti-snowball feelings so that the animals would 'give up' thinking that snowball could come back to the farm. Then Napoleon would have all control over the farm and the animals.

Napoleon blames Snowball for the destruction of the windmill to take the blame away from himself. Since it blew down during a storm, the walls obviously weren't thick enough, which was Napoleon's fault. This would contradict with the slogan 'Napoleon is always right', and he couldn't have that.

He knew it was the bad weather that knocked down the windmill; he wanted to instill hatred of Snowball among the animals just to make himself look superior than the rest. He continues to blame Snowball and creates lies about him.

They disagree about the windmill because Napoleon believes that the windmill is completely useless (later steals the idea and claims it was not Snowball's) and Snowball encourages the windmill's production because he believes that the animals will have electrical power all on their own so that they will not have to do a lot of manual labor around the farm.
