Most French colonist were hunters and traders and never established permanent homes, they lacked self government and religious freedom (only Catholics were allowed)... Meaning many French (Huguenots, French Protestants) even went to other English colonies seeking refuge.. And since most of the people who went to America were seeking freedom and a different pace of life New France failed...
North America was a cold, un-inhabited place without any of the things people were used to. Imagine all the things we have today, all the technology, the choice in what kind of food you want, having real roofs, and somewhere warm to stay, communication with people all over the world. Now imagine being asked to throw it all away and move to a cold place, with only basic shelters, the only food is things you find or kill, and the only way to communicate with your family back home is by letter, which will take months to get there, if it gets there at all.
Would you want to go?
Probably not.
Mostly people who were offered things went. Criminals went because they were given a fresh start, poor girls without dowries went because they were offered rather large dowries, people who owed the government money went to pay it off, and of course the soldiers and people in charge who were sent to New France.

actully......settlers DID want to come to new france! they wanted more land, more freedom, and they wanted to practice their religion freely.
Few French settlers were in New France because they couldn't own land, it was too cold for farming, they had to follow Roman Catholic religion, and few people were allowed to trap legally.
Because only who were Catholics could settle and they couldn't own land
because the climate was cold,and it was hard to farm in the wheather
because, the settlers came to Georgia and cleared the forest.
Akaroa on the South Island of New Zealand, but by the time that the settlers arrived to take possession in August of 1840 the Maori had once again sold the the property to the British and the Union Jack was in place. The settlers stayed, including a few who were Germans citizens under the protection of the British.
They where fewer women in New France because the king was sending all of the Filles Dui Roi from France. (The filles DUI roi where young orphan woman that where sent off to marry men in New France)

Very few. The only civilian free settlers on the First Fleet were the wives and children of some of the marines. No other settlers sought passage on the convict-dominated Fleet. There are no records listing the wives and children, but it is estimated that there were not more than a couple of dozen.
The movement mostly occured in France, though there were a few Americans (Cassatt being the only very famous one).
