Percy is sent to Half-Blood Hill by the quick thinking of his mother as the Minetaur is chasing after him, his mother, and his friend. His mother was reluctant at first to send him to the camp, but saved him by giving up her own life (or so we think) so he could escape into it's magical borders. So he wasn't really sent to camp, but escaped there for his own safety.
Percy had to go to Camp because it protected him from the monsters in the mortal world, and trained him to fight for himself out there.
