The Lend-Lease act was a treaty of sorts that granted the United States the ability to lease to the Allied Nations materials needed for the war. If a majority of Congress does not want the bill, then the bill is dead unless the committee makes changes that allows the bill to get 50%. Then it goes to the President for his signature. If the president refuses to sign, it goes back to congress. If enough members of Congress want the bill, they can override it with a two-thirds vote.
