The style at the times. That's the simple answer. Why did hippies where bellbottoms, because some designer somewhere found a following. Though in teh 30's and 40's they were high for a couple of practical reasons. Suspenders work best the shorter they are, so sitting and standing and sitting in long suspenders can cause pants to ride up in the crotch, not a good look! And another reason is that the natural waist line on men falls around the abdominal bulge (especially in older men) so the belt line on the pants was styled higher to around the naval to cut down on belly bulge and provide smooth fashionable lines.
