No one was able to enter CA in 1804. It was owned by Mexico and they worked to keep Americans out of the area. Some trappers sneaked into the area and were able to go into interior areas where the federal Mexican troops refused to go. Jeddah Smith was one trapper who lived with the Native Americans in the Central Valley on the Tulare lake. When he was finally discovered he was escorted to the border.
