When they conquered all of the southern Peloponnesian peninsula, the had a serf farming people to live off. They needed military strength to keep them under control, and to repel other city-states which coveted their territory.

From being a small city-state, they took over the southern Peloponnese peninsula, and turned the captured population into serfs who gave half their produce to Sparta.

Sparta then had to defend this extended territory from external predators, and keep control against serf uprisings. So they turned their citizens into full-time warriors, who were supported by the proceeds of their subject peoples.

They had conquered more territory than they needed, and so were able tu be supported by the serfs and devote themselves to military strength in order to protect the land which sustained them.
