The federalists didn't want democracy because they didn't want the people to have the same rights and laws as they did. They were probably afraid if they let this pass the stuff they got away with before they wouldn't be able to get away with it now. Somewhere in the later future they let it pass and if two people did the same crime they would both get the same punishment.
