England had a reason to use machines to industrialize. If you life on a island, you can only support a certain amount of manpower. Thus, you need machines to produce things that require large amounts of manpower. Also, France's population was so large compared to England that there was no incentive for France to industrialize. Why build machines in France when you could just hire 20 people to do it?
