The Confederate states had to ratify the Fourteenth Amendment to the United States Constitution before being readmitted to the Union as part of the Reconstruction Acts of 1867. In March 1867 the Congress passed the Reconstruction Act, which imposed to the former Confederate States, with exception of Tennessee that had been readmitted to the Union in 1866, to be grouped into five military districts. Each district had to be ruled by a military governor . Each State was to organise a convention to amend its own constitution in order to conform with the Constitution of the United States, including the incorporation of the Fourteenth Amendment. Only after accepting and carrying out the conditions provided for that sort of diktat, those States were readmitted in the Union between 1868 and 1870.
