The government gave fines to people who had more than one child. However, this did not affect the rich people because they could easily pay the fines. The government also put up posters as propoganda to promote this idea.

The Chinese government realized that the population was growing at such a rate that they would out grow the capability of the country to provide for itself. So, in order to control population growth, they instituted the one child rule.
