They must first find Private Ryan which is not easy because there is a war on and he is a paratrooper who has been dropped somewhere behind enemy lines. After they find him, the task remains to keep him alive and deliver him safely to friendly lines. There is another unforeseen problem in saving him which arises toward the end of the movie, but I will not give it away.
In the film Saving Private Ryan, Ryan was saved because his three brothers had been killed in the war. General George Marshall orders that Ryan be found and sent home immediately.
The fictional story in Saving Private Ryan is based partially upon truth. Early in 1942, the US Navy lost a ship that had 5 brothers serving on it and all 5 of the Sullivan brothers died. The public was out-ragged that something like this could happen that wiped out the entire family. So it was policy that one male child was allowed to refrain from serving in combat. This meant that any family could retain one son in order that they would have an heir. Sometimes, this did mean that if a soldier lost his brothers, then he would be brought out of harm's way. That was the plot behind the movie.
The short answer to your question is that all three of Private Ryan's brothers had been killed in the war, and there was an order to bring Ryan home so that an entire family would not be wiped out.
At least three time periods:
1) 1944 June 6th, at Omaha Beach
2) a few days later, west of Omaha Beach
3) many years later, at the American Cemetery near Omaha Beach
Because James Ryan's 3 brothers had previously died in the war, and they wanted him to go home so his family would not lose all of their sons in the war.
