In reality, no. But in the warrior book series, yes. Most clan cats do believe in StarClan, with the exception of a few cats, generally those born outside the Clan like Mothwing and Cloudtail.

If the cats are good even if they don't believe in StarClan they go to StarClan, but the cats like the cats from BloodClan don't. I'm not sure about the cats that have never heard of StarClan, but are good. Even if some cats believe in StarClan, but they do some really bad things, then they go to the "Place of No Stars".

As to that no one knows. But I do not think they will because of the oncoming battle between the dark forest and Starclan. And there is a rumor that Firestar is going to die. So Cloudtail may be in grief to much to worry about kits. but maybe if Erin Hunter writes another series they will.
