3 reasons why any dog (including German Shepard's) dig holes.
1) Out of boredom
2) If they are kept fenced in away from other dogs - or company of any kind they may want to get out and digging the ground by a fence is an easy escape
3) Curiosity. They have probably hear or smell something in the ground that is out of the norm and want to find what it is.
