Ralph and Jack decide to find the beast to prove their leadership and survival skills to the other boys. They believe that by confronting and defeating the beast, they can restore a sense of order and control over the group.
One of the first things that they decide on it that Ralph should be their chief. Ralph then appoints Jack to be in charge of the former choir and asks him to decide what they should be. Jack decides that they should be hunters. Finally Ralph says that they need to decide if they are on an island or not. He then chooses to take Jack and Simon with him on an expedition to find out.
Ralph, Jack, and Roger discover that the beast they feared is actually a dead parachutist hanging from a rock. This realization shakes the boys and fuels their growing fear and descent into savagery.
Ralph states quite clearly, on several occasions, that "there is no beast." Jack, while appearing to agree with Ralph, then adds, "but if there were a beast my hunters would hunt it down and kill it." Later Jack leaves offerings from his kill to appease the beast.
Ralph told Samneric that he would hide out in the bushes, so eventually Samneric squeal on Ralph to Jack.
Jack finds Ralph and Simon building shelters when he returns from the hunts.
They find the dead body of the pilot whose parachute lines have tangled around the rocks, causing him to appear to move when the wind blows. They mistake these movements for the actions of a living "beast."
I have read the book recently and I don't think Jack and Ralph believe in the beast. They don't think its actually real, but the idea of the beast existing scares them. Jack even says(to cover his fear) that he and his hunters would find the beast and kill it in Ch.5. So, technically, they are scared but they don't show it as much as the littluns because they are older.
Castle Rock is a small rocky outcrop which is connected to the 'pointed end' of the main island by a narrow causeway. When Jack leaves the group and forms his own 'tribe' he chooses Castle Rock as his headquarters because it has rocky overhangs which provide shelter, there is a spring which supplies running water and Jack believes that it is easily defensible against Ralph's group and the 'beast.'Castle rock is the name that the boys give to a rocky outcrop, almost a small island, which is connected to the pointed end of the main island by a narrow causeway. After Samneric claimed to have been chased from the mountain top by the beast the boys decide to hunt for it. As Jack claims to have explored the rest of the island without ever seeing any sign of the beast the boys assume that it must be using castle rock as its lair, as this is the one place the boys have never explored. When they reach it Ralph goes alone across the causeway, feeling that it is his duty to do so as he is the chief. Jack soon joins him (probably so as not to lose face before his hunters). Once they are certain that there is no trace of a beast the other boys also come and explore. Ralph is dismissive of the rock, calling it a 'rotten place.' Jack is excited by its prospects, finding a trickle of fresh water to drink, an overhanging ledge of rock to provide shelter and a number of boulder on the top of the rock, which he declared could be tumbled with levers to defend the rock from attackers. Later in the novel, when Jack has formed his own tribe, he makes castle rock his headquarters.
Simon is different because he is the purest character on the island. As he represents a Christ figure. He also proves to be the smartest boy on the island (aside from Piggy) as he is the first and only boy to find and understand what The Beast and The Lord Of the Flies is. Although Ralph is a good character as well the 2 boys (ralph and simon) have 2 different personalities and different goodness within them. The difference between Jack and Simon, in simple, is Jack represnts the devil and voilence and Simon represents a pure Christ figure

The boys discover that the "beast" they fear is actually the dead pilot whose body was carried onto the island by the wind. They mistake the parachute covering the body for a beast and their fear drives them into a frenzy, leading to violence and chaos among the group.
Civilization or savagery? Life or death? The decisions that are made during the first meeting are that Ralph is elected to be chief and he appoints Jack to be in charge of his former choir, which Jack decides should in future be hunters. The boys also decide on rules with regard to speaking at the meetings and perhaps most important of all, after Ralph raises the issue, they decide to build a signal fire on the mountain top in the hope of attracting passing ships or planes, with a view to being rescued.
