If they're oppositely charged, at least one of them isn't actually an electron.

But leaving that aside for the moment: oppositely charged particles are attracted to each other because that's how electromagnetism works.

An electrical force causes like charges to repel and opposite charges to attract!!!!!:) so if you have a negative and a positive force, they will attract. but a positive with positive force will repel.
