I had a similar problem. Initially, whne I would switch from low to high, my headlights would just go out. Eventually I had neither low, or high. After some diagnosing, it turned out to be the headlight switch itself. Took about 5 minutes to replace.... If you don't have a Chiltons, or Hanes repair guide, I'd suggest getting one!!!
Remove the headlight switch and check it. You will probably find it and its plug melted.

The only experience I have from adding fog lights to a friend's car, is that the fog lights hook into the headlight low beam circuit. This is done so that the fog lights can only be used with low beams and there is no power to them on high beam.
