Each bank has its own system, policies and procedures for assessing the risk involved with servicing each customer who opens an account at that bank. I don't know of any bank that has a blanket policy against allowing felons to maintain accounts simply because they are felons. However, banks do have the right to determine who they wish to do business with (provided they are not discriminating against a protected class) and bank's risk assessment policies will certainly impact any felons whose past includes financial crimes or other crimes against banks (bank robbery being an obvious example).
