Because the photosynthesis rate in the summer is higher, for the declination of the sun is higher in summer and the days are longer. Also, when plants are in the dark they reverse the photosynthesis process, turning oxygen and carbohydrates into carbon dioxide. So, not only is there a increase in production, but there is also a decrease in absorption.

During the summer, most of the flora is in bloom and is able to receive the carbon dioxide and change it into oxygen. During the winter, though, most of the flora is dead (or at least not in bloom) and therefore cannot intake any carbon dioxide.

In the summer there is higher plant growth, so more carbon dioxide is removed from the atmosphere. The opposite happens in winter, so carbon dioxide from fossil fuel burning builds up more quickly.
