They do. Levels are never the same from one day to another. Levels also rise faster in the northern winter, when there is little vegetation growing (to remove carbon dioxide from the air), and they fall slightly in the spring and summer, when the northern trees and vegetation are growing (and taking carbon dioxide from the atmosphere). Because man is pumping 26 billion tons of carbon dioxide (CO2) into the atmosphere each year, levels are also increasing yearly.
The atmosphere is enormous, from our perspective on earth's surface. The little bit that plants absorb or animals exhale is not sufficient to mix and register on a daily basis. However, over the course of a season we CAN mark the rise and fall of CO2. It increases in the winter as plants wane and die, and decreases in the summer as earth's floral biomass waxes, pulling CO2 from the air.

CO2 does vary, partially because it is in such small overall concentrations compared to the other gases. If you go near forests and other areas which produce large volumes of CO2, you will find higher concentrations of CO2 compared to areas which have less vegetation rotting or animals expiring the gas, like the Arctic. Volcanoes will also be a great spot to measure CO2 in higher quanities compared to areas like the Antarctic. Remember that CO2 is very rare in our atmosphere, measuring between 0.039 and 0.030, depending on the area. It only takes a very small amount of this gas in the measured area to show a large difference. The atmospheric concentration of this gas can also change by the reduction or addition of other gases. If other concentrations change, the CO2% will also change.
This is because there is a balance between animals which are producers of carbon dioxide and plants which consumes carbon dioxide. Again plants also reduces the amount of carbon dioxide during respiration over the night
