Chloroplasts hold the nutrients and all that the roots do are suck it up and its stored in the chloroplasts. So chloroplast just hold in the nutrients while the roots suck up the nutrients from the soil so why would there be chloroplasts in a part of the plant that just sucks it up.

Because they are not GENERALLY exposed to light so it would be wasteful to have non-functioning organelles. The function of chloroplast is only for photoynthesis so chloroplasts are found in palicade cells in the leaf.

because roots are needed to anchor a plants and absorb nutrients from the soil not convert carbon dioxide to organic materials like chlorophyll does in chloroplasts.
