first of all we need to know what is insulator and what is conductor, insulator is a substance in which there is no free electrons in the conduction band ,electrons in conduction band are responsible for a substance to be conductor.

now as there in diamond all the atoms are closley packed and are bounded by carbon carbon bonding there fore due to this there is no free electron and hence diamond is an insulator.

graphite, however, made of the same stuff as diamond (carbon) has a different structure, which means that it does have free electrons, and a lot of them. Therefore graphite is a good conductor of electricity.

Diamond is a good conductor because of the strong covalent bonds between the atoms, it results in a very rigid lattice structure. Also the purer the diamond the better. In quantum mechanics they think in terms of traveling phonons, the more rigid the lattice structure the faster the phonons travel. Also the lightness of the carbon atom results in a greater speed for the phonons. You can think of the photons as waves of vibration which travel at the "speed of sound" for the material. Also the more perfect the crystal the further the phonons travel before dispersing.

The thermal conductivity of diamond, which is four times that of copper, goes against the trend that most electrical conductors are better conductors of heat than insulators. This is usually the case because the free electrons of metals end up transporting the energy.
