I wondered this too when I first got my puppy. It's nothing, unless it's happening all night every night and it's nearly violently shaking. It usually means it's, quite literally, having a dog dream. Yes, those do exist.

They are most probably having a dream, and reaction. Its like sleeptalking for dogs.
