Frogs become more active after a heavy rain because their homes in the ground are flooded. Their simply searching for a dryer home.
Paved roads made cars for example more fuel efficient since they use less power to go though something flat rather than something like dirt and rocks. Think of it when you ride a bicycle would you prefer to ride your bicycle on the grass, dirt and rocks or in the paved roads? well I'm hoping you said paved roads because in the paved roads you would use less energy.

If it's a state/county/city/township/etc. road, then no. The same laws which apply to paved roads apply to those. If it's a private road on private property, and you have permission from the landowner to be on that road, then, by all means, go for it.
I went to Alaska in 1998 and all the main roads were paved except for several sections of the AlCan which were being improved. What a trip! go for it! You'll never regret going. Depends where you are going, some of the roads are just gravel. I lived there almost two years.
You could if you are not needing to ride him on rough surfaces or paved roads. If he's still green and out on the pasture all the time, then yes, you can leave him go barefoot.

First, you don't drive in 4 high on paved roads when the roads are dry. If you are driving off road or in snow it won't matter how fast you go, it won't damage anything but you may lose control and crash and that would hurt it.
