Golden eagles are a different species than turtles and nature dictates the number of offspring needed for survival. A bird mother will need far less young because she takes care of her young after hatching them. She must feed and look after them until they learn to fly (fledge). The survival rate of a chick is far greater than that of a young turtle who's mother lays the eggs and then leaves, never seeing them again. Turtles lay more eggs to ensure some of the hatch make it to safety in the water near the clutch. This is natures way of continuing the survival of the species.
