Why is it difficult to define an absolute top of the atmosphere?

In the simplest terms, the atmosphere is gaseous. Gas expands infinitely unless contained by a solid, until it event dissipates. While the atmosphere is a continuous concentration of gas, it is very difficult to define its absolute top.

What would happen to earth's atmosphere if there was no wind?

There have to be no sun for there to be no wind, but if somehow we where able to have sun, and remove wind, while there still was air, then all the trees would die, and all life on the planet would cease to exist, as the wind carries carbon atoms from animals and human beings across forests, and carries oxygen from greenery to animals and humans. Human beings breathing in their own CO2, and trees breathing their own O2 would kill it all. There would be no cars neither, and no cities, as it would become very difficult to find oxygen in crowded places and cities! If there where no wind, and despite that greenery and humans would still be able to survive, then there would be no clouds, and the earth would still become barren as no more rain would enter the lands, and all the water would end up in the ocean. But even if humans somehow could irrigate the whole earth, certain places would become very hot, or very cold, as there is no breeze to provide comfort, and certain places as we know it now would spontaneously combust in a fire because of no cooling air (think of savanna areas, large forests, grass lands, etc).

How could it be possible for a mountain range to be continually pushed up but not get any higher?

Contradicting forces could make it possible for a mountain range to be continually pushed up but not get any higher. It could be continually pushed up while at the same time experiencing an equal amount of wind erosion resulting in it staying at the same level.

What is NASA's motto?

"The difficult we do right away, The impossible, takes just a while longer."No, this is inaccurate. It's actually "For The Benefit of All"And the true quotation cited is "The difficult we do immediately. The impossible takes a little longer" and is attributed mostly to the U.S. Army Corps of Engineers during WWII and also as a slogan to the U.S. Army Air Force.
