Not all mental health patients have a "shuffle" when they walk. While it is certainly true that some due, this is most commonly a side effect of treatment, and not necessarily an effect of the mental illness.
There are a variety of mental illness that impact our bodies, minds, and our interactions with others in significantly different ways... we cannot reasonably clump them all together and say that every patient with every disorder (or every patient with a certain disorder) will exhibit with the same set of symptoms.
Mental health diagnosis are made in accordance with the DSM-IV-TR. It is, essentially, the therapist's psychological bible. The book allows us to more appropriately identify mental illnesses so that we can effectively implement proven treatments.
While no therapeutic interventions conducted with a counselor or social worker would result in a shuffle, it is entirely possible that medications prescribed by psychiatrists or nurse practitioners - particularly those medications which have sedating effects - can cause a patient to "shuffle" when he or she walks.
