When a metallic element bonds with other metals, their outer electrons are are shared between all the atoms in the metallic lattice. They form a common 'sea' of delocalised electrons attached to no single atom. Because the electrons are free to move, they can carry an electrical current.

Metals are special because they have free electrons. These travel in the empty spaces between the atoms like a swarm of bees colliding with these atoms. They gain kinetic energy from the fast atoms and quickly lose kinetic energy to the slower ones. This is why metals can conduct heat so well.
