I believe there are several answers to this question:
-There are many houses built in California with basements, just not many being built in the recent years.
-California has relatively warm weather and the need to be underground to conserve energy is not a main concern to home owners.
-California property is expensive as it is, and it's usually cheaper to build up rather than down or wide. This is why a large two story house is the same as a smaller one story house.
-California has earthquakes, which a small one could cause significant damage to a basement; I'm thinking cracks and waterproofing issues.
-Other states may have basements to provide safety against certain natural disasters such as hurricanes or tornados, which California has none of these.
-I was told by a contractor a few years ago that in the Midwest and east they have to go deeper with the foundations to hit ground hard enough to build on. since they're already going down quite a few feet they may as well make it a couple of feet more and make rooms out of it. In California you only need to go down very little to hit hard ground like bedrock to build on, so they stop there since it's cheaper.
Mow lawns, wash windows, help with gardens, babysit, run errands for people if stores aren't too far away. Help clean out basements, garages. Offer services for helping people with cleaning their houses.
