Others might obey because it benefits them in some way. Some people might obey the law as long as it seems ethically correct to them, and then disobey it when it seems ethically wrong. Some might obey the law in public to impress others or present a good image, and flout it when they feel like they cannot be caught or where they are protected from ruining their image. Some people might be obeying the law not even knowing they are, just because that is the way they have learned to live.
