§ 301. National anthemHow Current is This?(a) Designation.- The composition consisting of the words and music known as the Star-Spangled Banner is the national anthem.
(b) Conduct During Playing.- During a rendition of the national anthem-
(1) when the flag is displayed-
(A) individuals in uniform should give the military salute at the first note of the anthem and maintain that position until the last note;
(B) members of the Armed Forces and veterans who are present but not in uniform may render the military salute in the manner provided for individuals in uniform; and
(C) all other persons present should face the flag and stand at attention with their right hand over the heart, and men not in uniform, if applicable, should remove their headdress with their right hand and hold it at the left shoulder, the hand being over the heart; and
(2) when the flag is not displayed, all present should face toward the music and act in the same manner they would if the flag were displayed.

No, they are not. The etiquette regarding National Anthems can differ from country to country. In the UK, it is customary for men to remove their headgear, with the exception of hats worn as part of a religious observence, as well as protective headgear such as the helmet of a police officer, fireman, soldier, etc.

Men should also remove their hats, and we used to all place our right hand over our hearts, rho I see many people do not do so these days. I do not know if this is due to lack of respect , or not having been properly taught.

No. A band need not turn to face the flag nor do they need to remove their hats or other parts of uniform. They are playing the Alma Mater and National Anthem facing the Home Stands (mostly) so there fore, it is appropriate for the band to not face the flag.

the star spangled banner was played in an italian festival -street scene----no one took hats off the national anthem was not used as such until 1931.
It would be illogical to assume every person in the entire world wore hats during the 1920's. A lot of people did probably wear hats during this time period, but there are always black sheep.
The Secretary of the Interior and the National Park Service have that responsibility.
Without hats, people will get hot in the sun. Some hats can shade you.
People who want to keep the sun out of their eyes wear hats. People who want the keep their head warm wear hats. People who just want to look cool also wear hats.
