Most stories are based on tales and myths and ancient descriptions of dragons.
People write stories because they want to. I know that realism is a real sticky point with some people but REALLY people write stories about lots of stuff that doesn't exist, about people that don't exist. Its called fiction and it's the most popular writing that there is.
Many people will mistake large reptiles and other creatures for dragons, and the description gets 'spiced' up as it is passed on, until it comes to a writer as a large reptilian beast that breaths fire and flies, then, who doesn't want to write about that?
