Why does a rough surface like paper scatter reflected light rather than reflecting it in an organised way?
When light strikes a smooth surface (like a mirror), it is reflected. When it hits a rough surface (like a sheet of paper) it is diffused, meaning the rays of light are scattered.
Friction is phenomenon you see between two rough surfaces. A slippery liquid or lubricants when applied, coats over these rough surfaces creating a layer of the lubricant itself. Liquids like lubricants has very low viscosity, that is the sliding friction between two liquid layers, hence they easily slip over each other. In this way they help reduce friction.
As most paper's surface is rough at microscopic levels therefore they do reflect the light but the light reflected y them is scattered over a large surface due to its rough texture.......As they do not reflect light in a particular direction like mirrors therefore they seems not to reflect the light.....

Surfaces which are rough create the most friction. Like cement, or sand paper.

Highly polished, shiny surfaces reflect light the best as they are REFLECTive. White or bright surfaces also reflect light well. Dull, Matt surfaces are the worst reflecters of light
