In many northern hemisphere countries schools closed during the months 2nd week July to first 2nd week of September because it was the hottest period of the year and one where most people take annual leave - 2 weeks at a time. This meant that the student counts were low each week and caused lesson planning to be hindered. Added to this is the fact that these months were traditionally high holiday season for large industries when they closed for a period of time so that the could have maximum staffing out side that period.
Southern Hemisphere have their summer over the Xmas period.
There has been a huge change in this thought process and many countries are adopting a "summer school" process.
The school system in the US was set up at a time when the majority of citizens were farm families and rural workers. Young people were required to assist in planting, harvesting, and general farm work. As it turned out in the centuries that followed, summer became a good time for a vacation, especially if it involved travel. It is a tradition and since most citizens are not ruled by the seasonal timetable, it could be changed if enough people wanted it to change. But I think that too many people like to make plans for the summer.
Schools closing in the summer started back when children were needed to help their parents during the summer. Though there is ongoing discussion about having school year round and some schools have changed to a year round schedule, most schools still are out in the summers.
This is because children have to rest their academic skills and their brain :)

Children are required to attend primary school for seven years, then high school for four years. Students can then choose to leave if they wish, or stay on for the final two years. Overall, there are 11 compulsory school years in Scotland.
